Q: Can I announce a Crop Rotation (or Reaping The Rewards, or Raze), pay for it by tapping a Gemstone Mine (or depletion land) and removing the last counter, then sacrifice that same land to pay the "as you play this spell, sacrifice a land" cost, since no-one has gained priority, and thus, no state-based effects have resolved?

A: Eric,
No. There are no State-Based Effects in this equation, just a mana ability that produces an additional effect. Sacrificing the land is an additional effect of the mana ability, and it resolves right away (411.3). You don't have the chance to get mana AND sacrifice the land.
