Immagino ti riferisca al [card]Magus of the Moon[/card].

1- Le terre "trasformate" dal Magus NON diventano terre base, un po' come una Taiga che è sia montagna che foresta, ma non è una terra base.
2- L'effetto del Magus si applica alle "nonbasic lands" e non alle "nonbasic land cards". Questo vuol dire che si applica solo alle terre che sono in gioco, mentre non a quelle che si trovano in altre zone.

Sommando 1+2 ottieni una doppia motivazione al NO per la tua seconda domanda.
